The Federation, being the Department’s ally in the implementation of the Career Development Support Program (CDSP), serves as the umbrella organization of the Networks of Guidance Counselors and Career Advocates (NGCCAs), which are intermediaries to compliment with the work of Public Employment Service Offices (PESOs) at the local level in conducting career guidance and employment coaching to students, jobseekers, Out-of-School Youths (OSYs), parents, and industries nationwide.
